I think the ”whoa, that was fast.." rule 34 artists can be divided into, mostly, two main archetypes;
The person on a mission, who as you said sits and waits for an opportunity to draw something hot off the presses for the accolades of being one of the first. I'd like to think most of the time this is done in good faith and with a healthy appreciation for the subject matter.
The bystander caught in headlights, who'll just sit down to watch the presentation or trailer in earnest and is then positively gobsmacked by a character, concept or dialogue to the point they become infatuated and obsessed where they HAVE to render it while this feeling is fresh in their heart.
Considering the description, I think the latter was the case.
